Training and promotion at the center of the strategy of the Ministry

The strategy of the Ministry of Labour to counter the accident at work is focusing on training and promotion. Spreading the culture of safety is, in fact, the key to developing and enhancing the sensitivity of the matter the habit of prevention. It is with this objective that the Ministry is making every possible synergy with public and private, that work together to make his actions as effective as possible. Special attention is given to the younger generations, for an investment that lasts for life: the future employment and welfare of young people is being built here, working on the quality of the education system and the game in advance so that, through an effective link between schools and businesses, an early entry into the labor market. But also raising awareness of the cultural production system and proposed the acceptance of the generations in the learning process within their own structures, to maximize the training capacity of the company.

THE REFORM OF THE WHITE PAPER
The White Paper puts learning at the heart of the strategy for development and self-sufficiency of the person in relation to work. The continuously updated at every stage of life, is considered essential to keep pace with the changing economy, a labor market where the rapidly changing nature of occupations, some disappear, even more are created. The Ministry aims, therefore, on three lines to reform the traditional system of education, to improve radically the relationship between spending and output in terms of actual ability to increase skills. First, the work must be considered an essential part of the whole educational process of a person. Secondly, the company, the manufacturing environment, seem the appropriate environment for the development of professionalism. The formal certification, then, must involve the actual assessment of the knowledge, skills and experience of a worker, regardless of courses taken, which may be a means and not as evidence for their acquisition. The focus should be shifted from processes to results and, before that, to the recipient. Rather than focusing on formal and bureaucratic factors of training (duration, procedures, institutions and teaching methods that lead to a qualification), we must focus on knowledge, skills and abilities that the person has acquired and is able to demonstrate. Education and training systems must adapt to individual needs, strengthen the integration with the labor market, to promote transparency and mobile skills, improve the recognition of non-formal and even informal. Central is also the value of education and training of labor, in all its shapes and forms, which is enhanced by integrating substantially between education and training systems and labor market, making the learning models in working order (as the contract apprenticeship), which may allow, not only learning a trade, but the acquisition of qualifications at secondary or tertiary including PhDs.

FUNDS FOR CAMPAIGNS AND EDUCATIONAL ACTIVITIES
is in order to promote safety education on the employment allocation of funds for information campaigns and training activities on a regional basis: in total were granted 50 million in 2008 and 2009 the sums allocated to promotional activities, as identified by the current budgetary provisions, amounted to over 38 million. For the past year, have been defined in agreement with a State-Regions Conference (November 20, 2008), the criteria for use and activation of the amounts (allocated by Article 11
paragraph 7 of the Consolidated Finance Act) to be allocated for promotion of health and safety at work: in particular, 20 million have been reserved for the communication campaign and 30 million for training activities in the regions. Each region, therefore, was asked to obtain the release of
owed by the Ministry of Labour, the presentation of a program of educational activities consistent with the contents of the Agreement and has already taken steps to disburse funds. As regards, however, this year, was prepared the first draft of the ministerial decree (always provided for in Article 11, paragraph 2) with whom he will share the funding for activities promozionali in materia di salute e sicurezza sul lavoro. Pertanto, il documento sta per be sent to the State-Regions Conference for the required opinion. The intention of the Ministry is also to make organic activities in the field of health and safety at work that take place throughout the country. Also in compliance with the respective regional work in order to standardize the addresses of the activities and make them consistent with the spirit of a Consolidated Advisory Commission (under Article 6 of Legislative Decree April 9, 2008, No. 81, December 3 with DM 2008 BU Ministry of Labour No. 12 of December 22, 2008). The Commission took office last March 17 and held several meetings, the last being on October 7.

SCHOOL SAFETY
Go in this direction are presented to the Protocol in late July in conjunction with the Ministry of Education and Anmil (National Association of maimed and disabled in the workplace). The objective of the agreement is to create a closer connection between school and the workplace: the next school year, in fact, students will receive periodic visits of experts from the occupational safety and assist in business simulations through which to practice As learned on prevention and safety. The levels of school will be involved mainly those frequented by the eleven years old, although the Minister Maria Stella Gelmini has not ruled out extending the project to the elementary grades. Viene riconosciuta l'importanza di creare un collegamento stabile tra la scuola e il mondo del lavoro, al fine di promuovere e sostenere lo sviluppo e la diffusione the culture of prevention in the sphere of life, work and study, but also to guide and support professional choices addressed the acquisition of technical knowledge and expertise appropriate to the specific needs of the labor market. The function of education to health protection in this context plays a fundamental role in the overall teaching plan of the autonomy of schools. Another piece is the research that must be addressed to improve the quality of production processes
and organization of work in close conjunction with the actions relating to health and safety in the workplace. Goes hand in hand the opportunity to enable a strong interaction in which, for their respective areas, will operate in parallel, in the shared objective to achieve a knowledge network that can contribute to the growth of the country
, both in terms of development of the competitive conditions of firms in the market, consistent with the needs of safety and health of workers, is to strengthen the role of schools and universities in the cultural and professional expertise, future generations of entrepreneurs,
managers, executives and employees.

SINPIA: INFORMATION FIRST
essential starting point for each activity and the prevention of the spread of safety culture is information. The Ministry, therefore, aims to enable prompt and the full National Information System for the Prevention (SINPIA) (referred to in Article 8 of the Consolidated), allowing efficient organization and circulation of information and, therefore, better finalization of policy interventions. The system must also ensure the dissemination of reliable data and shared in the field of workplace accidents. In this regard, over the past three months has been developed for the purpose of its publication, the draft decree in which to identify the mode of the SINPIA.

the "license" BUSINESS SKILLS
take into account the training becomes, in the Government's strategy, so important that the qualification system provided (Article 27 del d.lgs. n. 81/2008) per le imprese e i lavoratori autonomi gli assegna un ruolo decisivo.
